It's very clear that Google has failed to penalize this directory inspite of its poor quality. Even the recent Google's Japan issue is another fine example. According to the mattcutts, all they could do is decrease the Google Japan website's PageRank. Well, if you analyse how it's going to affect the Google.co.jp then you will figure out that the effect is equal to zero.
